SAIL Accelerates 35 MTPA Goal with High Impact Durgapur Facility Upgrade

Driven by massive infrastructure initiatives like the PM Gati Shakti master plan, India's steel sector faces immense pressure to scale supply. Meeting this demand requires maximizing existing assets rather than just building new factories. Highlighting this pragmatic approach, state-owned Steel Authority of India Limited (SAIL) awarded a critical turnkey modernization contract to German engineering firm SMS Group. The objective: comprehensively overhaul two continuous billet casters at the Durgapur Steel Plant in West Bengal, boosting long product output without halting ongoing operations.

The Economics of Smart Modernization

Instead of pouring billions into greenfield projects facing years of land and environmental delays, SAIL is maximizing its current footprint. SMS Group will modernize two six-strand, six-meter billet casting machines they originally installed in the 1990s. The revamp integrates a butterfly-type ladle turret, advanced mold oscillation drives, and Level 2 process automation to drastically reduce manual intervention.

Crucially, SAIL is minimizing capital expenditure by reusing existing civil foundations. SMS Group will commission each unit within strict five-month shutdown windows, strategically staggered to prevent market supply shocks. The first caster goes live in Q4 2027, followed by the second in Q3 2028. Post-completion, these optimized machines will deliver a massive 60 percent production capacity increase.

Why the Shift to Heavier Long Products?

Durgapur currently operates with a 2.2 million tonnes per annum (MTPA) crude steel capacity, renowned for supplying long steel products and forged railway wheels. Upcoming brownfield expansions aim to push this past 3.09 MTPA.

However, modern infrastructure demands heavier steel components. The SMS Group revamp addresses this by introducing a new 150 by 150-millimeter billet section, alongside built-in flexibility for 160-millimeter round billets. These larger, higher-quality intermediate billets will efficiently feed downstream bar mills, accelerating the production of commercial-grade rebar and wire rods required for India's booming real estate and bridge-building markets.

Aligning with a 330-Million-Tonne National Vision

India’s steel consumption heavily defies global trends. Last year, the domestic sector registered a 14 percent growth rate, significantly outpacing the national GDP growth of 6.5 to 7 percent.

The National Steel Policy initially targeted 300 million tonnes of installed capacity by 2030, but SAIL leadership now projects the country must reach 330 million tonnes to avoid supply deficits. To secure its dominant market position, SAIL outlined an estimated Rs 1 lakh crore capital expenditure roadmap. The corporate goal: boosting installed steelmaking capacity from roughly 20 MTPA to 35 MTPA by 2030—a massive 75 percent jump.

Maintaining this momentum, SAIL increased its current financial year capex target to Rs 7,500 crore, up 25 percent from last year. Extracting a 60 percent capacity gain from Durgapur is a highly cost-effective, immediate step toward this massive vision.

The Road Ahead for Domestic Steel

India’s per capita steel consumption is hovering around 100 kilograms—well below the 230-kilogram global average and the government's 160-kilogram target for 2030. This massive gap highlights tremendous untapped market potential.

By partnering with SMS Group, SAIL mitigates execution risks while securing state-of-the-art automation. When fully operational by 2028, the upgraded Durgapur plant will stabilize the downstream construction supply chain with drastically reduced maintenance overheads. Ultimately, this contract proves that the future of Indian heavy industry relies on building smarter, resilient production lines capable of adapting to a rapidly growing economy.
