Indian Ferro Alloy Sector Grapples With High Power and Raw Material Costs Amid Steel Expansion

The Indian ferro alloy industry is standing at a critical juncture. As the nation aggressively expands its steel production capacity toward the ambitious 300 million tonnes per annum target set for 2030, the demand for essential alloying elements like silicomanganese, ferromanganese, and ferrochrome is naturally poised for a massive upward trajectory. However, the domestic producers responsible for supplying these critical materials are currently navigating severe operational headwinds. High power costs, structural deficits in domestic raw material availability, and shifting global trade dynamics are squeezing operational margins, prompting industry bodies to seek urgent policy interventions to protect the sector's global competitiveness.

The critical role of ferro alloys in steelmaking

Ferro alloys act as the indispensable backbone of modern steelmaking and metallurgy. These specialized alloys are added directly to liquid steel during the manufacturing process to impart specific and crucial properties. Manganese, for instance, acts as a deoxidizer and desulfurizer, improving the overall tensile strength and workability of the steel. Chromium provides the essential corrosion resistance required to produce stainless steel, while silicon enhances the steel's magnetic properties and elasticity.

Because India is the world's second-largest producer of crude steel—manufacturing over 143 million tonnes in the last fiscal year—the domestic appetite for these alloys is staggering. The Indian Ferro Alloy Producers’ Association (IFAPA) recently highlighted at the 6th International Ferro Alloys Conference in Goa that as domestic blast furnaces and electric arc furnaces scale up their output, the proportional requirement for high-grade ferro alloys will experience unprecedented growth. If the domestic ferro alloy industry cannot meet this demand efficiently, Indian steelmakers will be forced to rely on expensive imports, structurally weakening the entire manufacturing supply chain.

Navigating structural raw material deficits

The primary operational hurdle facing Indian alloy producers is the stark mismatch between domestic ore extraction and actual industrial requirements. While state-owned miners like MOIL Limited hold substantial manganese reserves, the industry still faces critical gaps in the availability of specific high-grade ores required for optimal furnace efficiency.

According to government data, India’s self-sufficiency in manganese currently sits at a concerning 37 percent. This heavy reliance on imported ores from countries like South Africa, Australia, and Gabon exposes domestic alloy producers to volatile international seaborne pricing and high maritime freight costs. To mitigate this vulnerability, the IFAPA has strongly advocated for zero import duties on critical raw materials where suitable domestic grades are simply unavailable. Concurrently, the industry body is urging the government to accelerate the exploration and auctioning of domestic manganese and chrome ore blocks to build long-term resource security.

The heavy burden of industrial power costs

Beyond raw materials, the financial viability of ferro alloy production is heavily dictated by energy expenses. Smelting ores into alloys is an incredibly energy-intensive process, relying heavily on high-capacity electric submerged arc furnaces. In India, power costs frequently account for a staggering 35 to 40 percent of the total cost of ferro alloy production, placing domestic manufacturers at a distinct disadvantage compared to international competitors operating in regions with subsidized or cheaper industrial power.

The situation is further complicated by rising state-level electricity tariffs and cross-subsidy surcharges levied on industrial consumers. To maintain their cost competitiveness, alloy producers are increasingly investing in captive power generation. However, the industry is also facing mounting pressure to decarbonize. Shifting from traditional coal-fired captive power to renewable energy sources requires massive upfront capital expenditure. IFAPA has emphasized that the sector urgently needs policy support, including lower power-related duties and incentivized frameworks for renewable energy integration, to transition smoothly without crippling their current operational margins.

Preparing for international trade and carbon tariffs

The push for cleaner energy is not merely an environmental goal; it is rapidly becoming an economic necessity. The global trade landscape for ferro alloys and steel is shifting toward strict carbon accountability. Mechanisms like the European Union’s Carbon Border Adjustment Mechanism (CBAM) will soon heavily penalize imports manufactured using high-emission processes.

 

For Indian ferro alloy exporters, demonstrating low-carbon production pathways and improved furnace efficiencies is critical to maintaining access to premium Western markets. The industry is currently at an inflection point. If policymakers can provide the necessary interventions—securing raw material availability, rationalizing power costs, and supporting green technology adoption—the Indian ferro alloy sector is perfectly positioned to not only fuel the nation's massive domestic steel surge but also emerge as a highly resilient, low-carbon supplier on the global stage.
