India: CIL opens coal e-auctions to foreign buyers under revised scheme from Jan’26

Coal India Ltd (CIL) has opened its coal e-auctions to foreign buyers under a revised framework effective January 2026, marking a notable shift in India’s coal marketing approach. The move allows overseas entities to participate directly in CIL’s spot e-auctions, subject to compliance with eligibility norms, payment conditions, and export-related regulations.

Under the revised scheme, foreign buyers will be permitted to bid alongside domestic consumers in select e-auction windows. The coal sold through these auctions will primarily be non-coking coal, with grades and quantities notified auction-wise. Successful bidders will be required to lift coal through designated ports or approved logistics routes, with all applicable duties, taxes, and export clearances borne by the buyer.

The policy change is aimed at expanding CIL’s market reach, improving price discovery, and monetising surplus coal availability, particularly during periods of softer domestic offtake. It also aligns with India’s broader objective of positioning itself as a reliable supplier in regional energy markets, especially for neighbouring and emerging economies facing supply constraints.

Market participants note that while domestic demand remains CIL’s priority, opening e-auctions to foreign buyers could provide an additional outlet during demand fluctuations and support revenue optimisation. However, the actual impact on export volumes will depend on global coal prices, freight economics, and regulatory clarity around exports.

The revised e-auction mechanism is expected to be implemented in phases, with detailed operational guidelines and auction calendars to be issued separately by CIL.
