By accelerating domestic mining, India positions itself as a resilient, de-risked alternative for global manufacturing capital.

To guarantee that the raw materials extracted from these newly auctioned blocks do not leave the country for refining, the Centre has aligned extraction with downstream processing. Alongside a ₹7,280 crore incentive package targeting the establishment of domestic rare earth processing plants, the FY27 budget laid the groundwork for dedicated rare earth corridors across Odisha, Kerala, Andhra Pradesh, and Tamil Nadu. Additionally, basic customs duties have been entirely eliminated on crucial inputs like cobalt powder and lithium-ion scrap to catalyze domestic battery recycling ecosystems.

Future Outlook: Capitalizing on a $770 Billion Market

While securing mining rights is a vital first step, the ultimate metric of success is operational speed. Between 2015 and 2024, India successfully auctioned 554 general mineral blocks, but historical data often showed a lag in translating allocations into active production.

Recent regulatory reforms—such as allowing insurance surety bonds in place of heavy bank guarantees and compressing upfront payment timelines—are specifically designed to break this bottleneck. The stakes have never been higher. According to IEA projections, the combined global market value of key energy transition minerals is expected to hit $770 billion by 2040. By moving decisively to operationalize these 19 new blocks alongside active mid-stream processing and electronic waste recycling, India is not just securing its supply chains; it is staking its claim at the center of the 21st century's most lucrative industrial revolution.
