The Regulatory Shift and the End of Hyper-Competition
At the heart of this strategic realignment is a decisive move to eliminate "involution-style" competition—a domestic cycle of relentless overproduction and aggressive price-slashing that has severely tested the financial resilience of global steelmakers. To engineer a healthier market environment, Chinese authorities have implemented strict production ceilings and permanent phase-outs of outdated blast furnaces.
The data underscores the magnitude of this shift. In 2025, China’s crude steel output fell to 960.81 million metric tons, representing a 4.4 percent year-on-year decline.
