The core of this new framework is the daily international spot price of 60 to 62 percent iron grade fines, as published by reputed global commodity indices such as S&P Global Platts.

To ensure that domestic steelmakers are shielded from extreme global price volatility and exorbitant maritime shipping costs, the formula strategically applies a standard deduction of 55 US Dollars from the international benchmark. Furthermore, the system incorporates intelligent protective caps. Aggressive mathematical multipliers are automatically scaled back when international prices cross the 100 and 120 dollar thresholds, insulating the domestic supply chain from sudden global commodity shocks.

From this single, stable baseline, the prices of all other grades of iron ore are now calculated using strict conversion factors. For example, magnetite fines containing below 45 percent iron are assigned a fixed conversion multiplier of 0.10 against the baseline. Fines ranging from 45 to 51 percent iron carry a multiplier of 0.19, which scales up proportionally to 0.72 for the 55 to 58 percent iron category. By hard-coding these mathematical ratios, the government has instantly eradicated the financial incentive to misreport ore grades, ensuring transparent and predictable revenue for state governments.

By upgrading the iron content, these fines are converted into highly usable forms like high-grade pellets or sinter.

Under the previous regime, unpredictable pricing for sub-58 percent iron ores made it incredibly risky for mining companies to invest the massive capital required for advanced beneficiation plants. Now, with locked-in conversion factors, the economic visibility is crystal clear. Miners can accurately forecast their return on investment for upgrading facilities, setting the stage for a domestic processing boom.

This translates to a massive win for supply chain efficiency. Metallurgical industry data demonstrates that just a 1 percent increase in the iron content of the feed can boost a blast furnace's productivity by 2 to 3 percent while simultaneously reducing expensive coke consumption by over 1 percent. By making the processing of low-grade ore economically viable, India is effectively unlocking millions of tonnes of previously unused domestic resources and reducing its reliance on imported high-grade materials.

Future Outlook and Strategic Security

Moreover, as global steel production pivots toward sustainability, producers are transitioning away from traditional blast furnaces toward Direct Reduced Iron (DRI) and Electric Arc Furnace (EAF) routes to significantly reduce carbon emissions. These greener technologies demand highly processed, beneficiated ore.

By introducing a transparent, index-linked system for low-grade resources, India has masterfully balanced regulatory oversight with free-market incentives.
